Britain and France Plan to Send Troops to Ukraine in the event that a Ceasefire Accord is Agreed

The UK and France have inked a declaration of intent concerning the deployment of troops in Ukraine should a peace deal be made with Russia, the UK Prime Minister, Starmer, has announced.

Subsequent to discussions with Ukraine's allies in the French capital, he said that the allies would "create operational bases across Ukraine and build secure structures for weapons and equipment" to prevent any subsequent invasion.

The allied nations also suggested that the United States would play the primary role in overseeing a ceasefire.

The Kremlin has consistently warned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has not yet issued a statement on this new declaration.

The Situation and Ongoing Hostilities

Russian President Vladimir Putin launched a comprehensive attack of Ukraine in early 2022, and Russia presently controls approximately 20% of the country's land.

"This is a vital part of our commitment to be alongside Ukraine for the foreseeable future," stated the British leader.

National leaders and top officials from the "Partner Group" took part in the Paris negotiations.

He stated at a joint press conference, the Prime Minister added: "It paves the way for the legal framework under which British, French, and partner forces could work on Ukraine's territory, protecting Ukraine's airspace and waters, and restoring Ukraine's military for the years ahead."

The British leader added that Britain would participate in any Washington-directed monitoring of a potential ceasefire.

Defense Assurances and Diplomatic Positions

Senior US negotiator Steve Witkoff stated that "lasting defense assurances and robust reconstruction vows are critical to a permanent resolution" in Ukraine – referring to a central condition made by Ukraine.

The negotiator indicated the allies had "mostly completed" their work on finalizing such pledges "to ensure the citizens of Ukraine know that when this hostilities ends, it ends for good."

Jared Kushner, US President Donald Trump's advisor, also participated in the discussions.

Separately, France's leader Emmanuel Macron said that Ukraine's partners had made "significant headway" at the negotiations.

He said that "comprehensive" defense assurances for Kyiv had been reached in the event of a potential ceasefire.

Ukrainian President Volodymyr Zelensky stated that a "significant advance" had been made in Paris, but cautioned that he would only deem efforts to be "adequate" if they led to the conclusion of the fighting.

Last week, Zelensky suggested a peace agreement was "mostly finalized". Settling the outstanding 10% would "determine the future of peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the center of unresolved issues for negotiators.
  • Putin has consistently stated that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas or Russia will occupy it, refusing any compromise over how to finish the war.
  • Zelensky has thus far excluded giving up any territory, but has suggested that Ukraine could pull back its forces to an agreed point – but only if Russia reciprocates.

Russian forces presently controls approximately 75% of the Donetsk oblast and around 99% of the bordering Luhansk region. The areas form the area of Donbas.

The original US-led comprehensive framework that was circulated to the media last year was seen by Kyiv and its European allies as being disproportionately favorable in Russia's direction.

This led to weeks of focused discussions – with all sides trying to revise the document.
